27 October 2003 23:31 Environment Minister Calls for Protection of Atmosphere Brussels/Luxembourg, October 27 (MTI) - Hungarian Environment Minister Miklos Persanyi will move into the chair of
the UN Framework Convention on Climate Change for a one-year period as of the end of November. The European Union
environment ministers met in Luxembourg on Monday, during which they discussed how to promote ratification of the Kyoto
Protocol on reducing greenhouse gases, signed under the auspices of the convention, since several major polluters have
not yet ratified it. Persanyi, addressing the gathering, said he agreed with Europe's effort to have the Kyoto
Protocol take effect as soon as possible, partly through including Russia among the signatories. At the same time, he
said that as the incoming chair of the convention, he thought it was important to mediate among differing opinions to
fulfill existing international obligations on protection of the atmosphere, ones that predated the Kyoto Protocol.
