22 October 2003 21:24 Russian, US emergencies agencies sign memorandum on understanding Washington, 22 October: Broadening cooperation between the US Federal Emergencies Management Agency (FEMA) and the
Emergencies Ministry of Russia is envisaged in the memorandum on mutual understanding, signed in Washington today. Among
other things, it envisages exchange of information, conducting joint exercises and other activities as well as taking

The deputy emergencies minister confirmed that among many other things the memorandum on mutual assistance
encompasses "perfecting the systems for protecting the population and environment from factors linked to the
deployment of various components of weapons of mass destruction". "The exercises we held and will hold,
including Kaliningrad-2004 are aimed at warning and, if necessary, ensuring protection of the population from weapons of
mass destruction," Brazhnikov said.
